MASTER'S COURSE PROCEDURES

One.  General

1.1.        Based on the Law on Higher Education, "General Procedures for Conducting Master's and Doctoral Courses", "On Approving Master's and Doctoral Professional Areas, Indexes, Procedures, and Amendments to Rules", this procedure shall be followed when organizing master's courses at the Institute of Technology.

1.2  The purpose of the Institute of Technology master's program is to provide technical and technological students with the knowledge, skills, practices, and research and testing methods required to work at a high professional level in the field of education, research, and production services.                          

Two. Requirement of Master program

2.1.1.    The master's program meets the common requirements that express the concepts and principles to be followed in monitoring and evaluating the activities and results of its implementation, and the results to be achieved.

2.1.2.    The master's program is a minimum of 30 credit hours. The master's curriculum includes 10 credits of basic professional courses, of which 4 credit hours are research methodology courses and 6 credit hours are basic theoretical courses. The specialization course is not less than 12 credit hours.

2.1.3.    The master's program curriculum is developed by a team of teachers from the relevant department and approved by the director general of the school based on the approval of the central state administrative organization in charge of education.

2.1.4.    The Master's program is a full-time, online (open) course. Research activities respect academic freedom.

2.2.        During the period of study, the graduate student may use the school library, computer and research laboratories, and related research tools within the framework of the school's internal regulations.

2.3.        Requirement of applicants

2.3.1.    Applicants for the master's program have completed a bachelor's degree or equivalent.

2.3.2.    If the applicant  joins a master's program in a different field than the one previously studied, the difference in courses required to ensure the continuity of the course content will be compensated. Additional ones can not be by general subject list.

2.3.3.    Admission will be organized in cooperation with the education department and professional department. Applicants may be required to take foreign language, computer and professional tests.

2.3.4.    Graduate students will be admitted to the program for which they have a license to conduct training.

Applicants for admission to the master's program must submit the following materials. It includes:

- application, identity card

- Bachelor's degree diploma and its certified copy

- 4x3 size photo

- Receipt of payment of admission fee

Requirements for teaching staff

2.3.5.    The requirements for teachers of Master's courses are in accordance with the requirements of legal documents such as "Procedures for Classification of Higher Education Institutions" and "Requirements for Teachers of Higher Education Institutions" approved by the Minister of Education and Culture.

2.3.6.    A highly qualified teacher with experience in production practice can be employed by contract in the relevant field.

2.3.7.    Master's thesis supervisors are active researchers who have a doctorate degree, have at least 3 years of experience in a university or academic institution, and have published works in academic journals specified in the "Regulations for Master's and Doctoral Courses".

2.4.        Taking into account the specifics of the topic, a joint supervisor may be appointed.

2.5.        Learner evaluation

2.5.1.    When evaluating the student's knowledge, skills, and practices, use the letter grade A, B, C, D, F, numerical grade 4, 3, 2, 1, 0, and percentage grade.

The values of letters, percentages and numbers (points) are transferred from one to another according to the following criteria.

2.5.2.    The examination of the basic subjects will be taken by the commission appointed by the head of the professional department, and the examination of the compulsory subjects for specialization will be taken by the 3-member professional commission appointed by the order of the general director of the school.

2.5.3.    A master's student must obtain a grade of at least C in all subjects studied.

The head of the department in charge of the program evaluates the implementation and results of the program every half and full year and reports to the academic council of the school.                         

THREE. Master's program implementation activities

3.1.     Adminitrative unit

3.1.1.    The head of the professional department for master's level training is a person with at least 3 years of experience in management or teaching, who is engaged in research and has a doctorate degree.

3.1.2.    The head of the specialized department is responsible for providing integrated management of master's training, supervising training activities, organizing joint examinations and protection of master's work, and creating a relevant database.

3.1.3.    Teaching courses to graduate students, conducting seminars and research work is considered the main workload of the teacher.

3.1.4.    Report of the master's thesis will be in two stages. In the first stage, the master's thesis reflecting the new research results will be discussed at the extended academic seminar of the department, an evaluation will be made, and it will be transferred to the Assessment Council together with the protocol of the session. The department will reflect the innovative aspects of the work and mastery of master's research methods in the evaluation.

3.1.5.    After the preliminary report, the summary of the master's thesis is distributed to the council members 7 days before the actual report.

3.1.6.    The Board of Examiners will have 5-7 members, 2 of whom will have degrees from external institutions. The main role of the master's degree report  council is to judge the theoretical level, innovative aspects, practical importance, and solutions of the master's work applied for and give a true assessment of whether it meets the necessary requirements.

3.1.7.    Master's work will be evaluated with 100 points. These include: evaluation of the supervisor, publication of research results or discussion of the results at the seminar will be 10 points each, and these points will be written in the protocol of the preliminary report by the department. Council members will vote for the remaining 80 points by secret ballot.

3.1.8.     The secretary of the master's thesis report council shall submit to the education office the materials such as a detailed resume of the graduate, minutes of the speech council's meeting, resolutions, supervisor's description, and official criticism of the master's thesis. These materials will be kept in the school archives along with copies of diplomas.

3.1.9.    By the order of the director general, it will be decided to award a master's degree to a master's student who has completed the training program and met the GPA requirements set by the school, successfully reported  the master's thesis, revised the thesis and finally submitted it to the relevant person, and met other requirements of the school.

3.1.10.A master's degree student who has completed the set of training hours but has not finished his master's work on time will be granted the right to extend the diploma period, or be granted a certificate of completion of the master's course, and be granted the right to enter final assessment within 3 years.

3.2.        The head of the professional department is responsible for the development, updating and implementation of each master's program.

3.2.1.    Foreign language and integrated examination

3.2.2.    After studying 20 credit hours of the total study credit hours, the graduate student will take a foreign language exam. The examination will be conducted by a commission of at least 3 people.

3.2.3.    Credit hours in a foreign language do not count towards the main credit hours of the master's degree.

3.3.        Graduates who have not written a master's thesis will be given a final exam to confirm completion of the program.

3.4. Master thesis and exam

3.4.1. The graduate student chooses his/her own research project and supervisor. The supervisor will develop the subject of the graduate student's research work, the research work plan, give advice and supervision during the research work, and evaluate the content of the work in each part and in its entirety.

3.4.2. Academic seminars will be held 2 times for the purpose of authorizing the protection of master's work.

3.4.3. The research work must be discussed by the academic council. This discussion may be considered a workshop.

3.4.4. Master's work will be written in Mongolian. A brief summary of the master's work should be written in English within 3 pages and attached to the master's work.

3.4.5. At least 2 percent of the Master's work, which has been fully completed by meeting the appropriate requirements, shall be signed by the supervisor and members of the defense council. A copy of the master's thesis must be handed over to the school library. Master's work will be taken electronically and a database will be created.

3.4.6. The author and source of the material used in the master's work or specific results must be cited. This citation requirement also applies to scholarly work done independently or in collaboration with others.

3.4.7. In the bibliography section of the master's work, only works cited in the work are included.

4.1.        Four. Student transfer,tuition fees

4.2.        If a master's student is rated unsatisfactory 2 times in one exam, or fails to pass 3 or more subject exams, he/she will be considered to be re-examined based on his/her request or will be considered to have failed the course, and the study contract will be terminated.

4.3.        Up to 40% of the total credits of the Institute of Technology master's course can be calculated in case of completion of studies in the master's program of other schools, or transfer from the master's course.

4.4.        The graduate student is obliged to pay the tuition fee within the first 7 days of each semester, and after payment, the general director will issue an order on admission and class promotion.

4.5. Retests are charged at 0.7 credit hours. The cost of the exam of the specialization course and the final exam of the foreign language are included in the fee for the courses.

4.6. For making up or retaking a course, a fee equal to the price of the lesson package will be paid, and no special fee will be charged for the exam.

4.7. In the case of re-defense of the master's work, a fee equal to the cost of 6 sets of hours will be paid.

4.8. The expenses for the purchase of reagents and the assignment of experiments related to the master's research work are calculated separately from the main tuition fee and can be paid from the academic project carried out by the supervisor.

4.9. Tuition fees will not be refunded if a master's student fails diploma report his or her master's work and is expelled.

4.10. The education department will decide in detail the issue of student registration, leave, expulsion, exemption, the maximum set of hours that can be calculated as equivalent for a transferred student, and continuing education.

Five. Decision making for Master's degree

It will be decided by the director's order to award a master's degree to a master's student who has completed the training program, met the GPA requirements set by the school, successfully defended his master's thesis, revised his master's thesis and handed it over to the relevant person, or meets other requirements of the school.
